Startup Village Entrepreneurship Programme


To create sustainable self-employment opportunities for youths residing in selected villages. The objective is also to promote networking of banks and financial institutions with village entrepreneurs.

EDII has been selected as the National Resource Organization (NRO) for Government of India's 4-year (January 2016 – March 2020) Start-up Village Entrepreneurship Programme (SVEP). The Programme was announced by the Hon'ble Finance Minister in the budget speech of 2015.

As an NRO, under the Ministry of Rural Development (MoRD), Govt. of India EDI has been entrusted with the responsibility of both implementing the program in pilot blocks of select states with State Rural Livelihood Mission (SRLM) and also provide support to state missions to further saturate SVEP intervention in the state. EDII has launched the Start-up Village Entrepreneurship Programme (SVEP) in 11 states viz., Chhatisgarh, Gujarat, Haryana, J&K, Jharkhand, Madhya Pradesh, Odisha, Telangana, Uttar Pradesh and West Bengal and Punjab covering 24 blocks spread across these states.

Expected Outcome: Creation of rural entrepreneurs by developing a sustainable model for Village Entrepreneurship Promotion through integrated ICT techniques and tools for training and capacity building and enterprise advisory services.

The rural entrepreneurs would also be able to access finance from NRLM-promoted SHGs and federations and banking systems. including the proposed MUDRA bank. The initiative would thus strengthen (i) Entrepreneurship Ecosystem, (ii) Institutional Ecosystem and (iii) Financial Ecosystem.

  • A base-line survey of the existing enterprises; bench marking of its performance potential; stratified sampling based data aggregation for performance improvement including sample household survey.
  • Creation of VEIT (Village Entrepreneurship– Information Technology] Platform GI- based to collect data upon demand aggregation and supply-based gap. The objective is to find out number of enterprises in a given block, and evolve 'performance-tracking' for both existing and new enterprises in the villages within the block;
  • A sub-sector study in each block to establish resource potential of available services/traditional skills of an enterprise;

Highlights

 

  • 184 data collectors have been deployed in 9 states with the exception of Chhattisgarh and Punjab.
  • A 3-day VEIT orientation programme has been conducted in all 18 blocks followed by a 2-day field visit for testing IT application. The data collectors have been provided with software-enabled smartphone for this task; and,
  • Enterprise census including household based enterprises, stratified sample survey and household survey have been completed in these States.
  • provide technical and implementation support to partner-State Rural Livelihood Missions (SRLMs);
  • ensure back-end support to mentors and the community resource persons in partner-states
  • monitor, report and extend handholding support for the EDII-Northern Regional Office (NRO) pilot projects.
  • evolve a framework and conduct scoping study of potential enterprises, benchmarking standards for existing enterprises
  • support Programme Implementing Agencies to assess field level needs, issues and aspirations
  • Standardize Performance Tracking System (PTS) – a mobile enabled, cloud-based software to track actual business performance,
  • EDII accessed Rural Market Potential Index developed by MICA, Ahmedabad to employ it during sub-sector and demand aggregation based enterprise potential assessment
  • EDII-NRO evolved a strategic framework at the respective state missions. While four states have been covered, other states would also be encompassed shortly.
  • Prepared a Detailed Project Report (DPR) incorporating a definite road map to be followed during the 4-year implementation process. This will help organize primary and secondary data that would streamline time-bound actions to be taken up later.

EDII-NRO is part of the Technical and Software Advisory Committee constituted by Ministry of Rural Development as part of the efforts being made to standardize the cloud-based mobile-enabled IT software platform under the program;
